Wayes responded to Oftel's proposals on the United Kingdoms national numbering policy, and were asked to represent Cable & Wireless on the then Groupe Special Mobile (GSM) permanent nucleus based in Paris. Wayes also assisted them in the preparation of a license application to operate a GSM network in Portugal.
